Foulkes was a Royal Engineer, and had been ADC to the King. (George V). He was a Chevalier of the Legion of Honour, French Croix de Guerre (with palm), Commander of the Order of the Crown of Belgium, Belgian Croix de Guerre (with palm), Commander of the Order of the Crown of Italy, and he held the American Distinguished Service Medal.
