Lord (Maurice) Hankey (British)
Maurice Hankey effectively instigated Cabinet Government as it is recognised today. He was the Secretary of the War Cabinet in WW1 and subsequently of the regular cabinet. He had previously been the Secretary of the Committee of Imperial Defence.
