This was, apparently, the first modern major biography of Tirpitz. It was based on extensive research in a vast archival material. The scope of the book is very wide, in the political/diplomatic aspect as well as the pure naval aspect. It does deal comprehensively with Tirpitz's central role in developing the German Navy up to and including the Great War.
